There is no realistic guidance that anyone can give. If you're not going to cancel and then book last minute once you know for certain you can make it, it's a gamble. Each property/shift/desk agent is going to have a different take/feeling/spin/mandate on a no penalty late cancellation that you won't know until you engage them.
