It's not true. It is possible to get an upgrade even if no Avios award seat inventory is available, but the notion that you can upgrade into any available seat is nonsense. The upgrade request will go to inventory management and they'll decide if and when to upgrade you. It might be the next day, it might be a week before the flight, but always be prepared for disappointment.
