Both the form and the departing Agriculture screening are nonsensical government bureaucracies. They're a throwback to an old challenge, but in typical Hawaii state government logic, they are decades behind in modernizing an actual solution to the problem at hand. If they want to take biosecurity seriously, they need only look at New Zealand and Australia.
The departure screening is USDA, not Hawaii.
