Agreed. Inbound DUB-EWR (UA22) is unlikely to be ever used for the same day outbound EWR-DUB (UA23) bc UA would be wasting valuable down time on the arrival time of the inbound and departure of the time of outbound.
The only thing I would clarify is if an INTL flight arrives at C, it would be either immediately used for the next flight (once cleared by CBP), or get towed to a remote parking spot if no immediate use; unlike B arrival, C gate arrival does not need towing if there is a flight scheduled following the INTL arrival.
