There is a an apron replacement project underway on the south side of the C-1 pier, so WB-capable gates C71, 74 and maybe 75 are currently out of service. UA would prefer to send Polaris flights out of C but in the absence of 3 777-capable gates and most of the summer seasonal flying still operating, there is a bit of a squeeze.
DUB can arrive at any WB gate in A or C because it's precleared before departure.
Logical, but the inbound a/c for this flight today (and in my experience on 12 or so UA23 departures this year so far) comes from anywhere but Dublin, arrives into B or C, and is towed to the eventual departure gate, so the presence of pre-clearance in DUB is a non-factor.
