I booked a points hotel in Kyoto after this goes into effect (paid with pts). The cash rate at time of booking was $199. I wonder if they'll use that or another rate to compute this tax. Assuming around this rate for double occupancy, then the per-person rate should be under 20k yen, hence 1k per person tax. That's about $13 per night for 2 people.
I wonder this as well. I don't recall being charged a fee when we did an award stay in Kyoto last year, but perhaps it was in with folio with the room charges and I didn't notice it. I do wonder what the basis for award stays will be, especially for western chain properties that seem to have (in my personal opinion) highly inflated rates.
