Per the Alaska website:
American Airlines Emerald and Sapphire may access the Alaska Lounge when traveling on a oneworldŽ member airline to a destination outside of the US, Canada, Mexico (exc. Mexico City) or the Caribbean.
Per the oneworld website:
Members of oneworld airline frequent flyer programmes with the equivalent of oneworld Emerald or Sapphire tier status can use lounges offered by oneworld airlines when departing on any flight marketed and operated by any oneworld member airline, regardless of cabin class being flown (exceptions are noted below).

American Airlines AAdvantage members, regardless of their tier status or class of travel, are not eligible for access to oneworld member airline lounge when travelling solely on North American flights between the U.S., Canada, Mexico (except Mexico City), the Bahamas, Bermuda and the Caribbean.
If you're flying PDX-DFW-MEX, all on the same day, you should get lounge access at PDX. If you're flying elsewhere in Mexico, or to another country classed as being in "the Caribbean", then you would not.
