It is certain conditions and I believe one of them is physical location in which the ticket is being purchased and also to where. Booking a RT to Ghana I was hit with this message on DL.dumb and this was with miles in D1. So if I didnt have the CC to show for my $20 in taxes they would deny me boarding.
This is NOT a new policy, its just not one that comes up frequently. For more than 20 years Ive seen it appear from time to time with Delta.
