For some context, THAI have 2-3 airframes in this configuration of Y, PE and J. Used mainly of 4-6 hour flights intra-asia ‘red-eye’ flights, mainly to India.
The decision to re-brand the J seats as ‘PE Plus’ (ie a better than PE offering) makes sense for this specific market and fleet numbers. Biz probably didn’t sell well in this price sensitive market.
Indeed TG used to use the rear of their 77W (mini biz cabin) as a PE with a lie-flat seat but Y food etc - and only to Scandinavian destinations.
