If the per person room rate is less than 20,000 JPY, I think you will pay 400 yen per person per night under the new plan.
How the hotel works out the room rate for tax purposes on an award stay is an interesting one - cash rate at time of booking / rack rate / some formula to calculate cash equivalent of award? You'd need to ask the hotel.
