I booked a points hotel in Kyoto after this goes into effect (paid with pts). The cash rate at time of booking was $199. I wonder if they'll use that or another rate to compute this tax. If the per person room rate is less than 20,000 JPY, I think you will pay 400 yen per person per night under the new plan.
How the hotel works out the room rate for tax purposes on an award stay is an interesting one - cash rate at time of booking / rack rate / some formula to calculate cash equivalent of award? You'd need to ask the hotel.
