Legally, I'm unsure what recourse you have as this is their policy but the Montreal Convention limits are around 1600 EUR per pax I believe. As for reopening the case, submit a form through the website as if a new claim and it will be linked if you reference the original case number.
I’ve tried to reopen a couple times but just not getting any response. Should I reference the original case when trying to reopen? Or just try and create a new case?

Anyone else this can be escalated to? I was going based on guidelines of Montreal Convention which are slightly higher than SWISS
