I finally heard back from Oura today after asking why my purchase attempts keep failing. It really makes it seem like Oura didn't anticipate the level of demand and is responding by preventing valid purchases from being completed (but won't admit that outright).
Here's what they sent me:

While I can't explain how or why, I can tell you that our system has flagged your order. As such, unfortunately, we cannot allow you to complete your order at this time.

Target,
