Good to know I'm not the only one experiencing the problem. It also appears the issue isn't new since for months I've noticed the system wasn't routing me to the elite queue. The only thing that's changed is now it's telling me why.
Unfortunately like a lot of people we dropped our land line years ago so it appears the only fix is to pay for a cellphone number we have no need for other than to give it as the contact for everyone else in the household.
Sigh. Can I please have the old Alaska Airlines back?
