The airport agents does have the power to override and assign the emergency exit rows. If the plane is fully booked, and they need to assign them of course they will. But one would hope that the theoretical seating of Altea would mean that they don't just do it. But I also suspect that friends and family does get assigned pretty freely in to the more attractive seats. And why should staff not benefit from that?
