Last time I was in Sapporo, I stayed at the CP which was walking distance to most of downtown.
If you prefer a serene atmosphere, the InterContinental is the best option.
In the Sakura cherry blossom season, the Nakajima park is less than 3 minutes walking distance from the InterContinental.
In terms of proximity to the Susukino nightlife area, the InterContinental is slightly closer than the Crowne Plaza.
For shopping, Crowne Plaza is the better option.
