It should rather be : 2C arrival —> "2C immigration" —> 2F upper level —> "2F security check" —> 2F departure gate.

No need to pass through 2E to go to 2F. From 2C, once you reach the Sheraton/train station, this is where the path will split to either 2E (straight ahead) or to 2F (on the left). It should take you 10 min max from 2C landside to 2F (walking).
