Is it normal for there to be a 100 USD surcharge to confirm a systemwide upgrade on a flight from Charles de Gaulle to Heathrow when Heathrow to JFK was already confirmed? I was just told this by a reservations agent. My telephone call actually took two hours and 12 minutes which I thought was crazy, apparently they had to call over to British Airways to confirm it.
