Fwiw if op’s predominant route is mia-doh-kwi, chances of them being qatared on the mia-doh route is pretty slim to none.
But I digress. Honestly, non-functioning seats are an issue on most carriers these days and I’d said TK responded how id expect most carriers to respond. FWIW when I had a non-functioning J seat on QR on a JFK-DOH, after months of haranguing QR CS, I was able to get a $400 voucher, which is probably about equal in value to a discount code along with the miles.
The whole point is if you’re gonna travel with TK or ME3 carriers, even as a high level elite, get ready for sadly inadequate customer service, especially compared to US3 and even European carriers.
