I am indifferent to SatNavs, there is a logic of sorts to USA road signs and so it's easy enough to memorise a route with a few minutes advance planning on Google Maps, which I believe to be better from a safety perspective. But yes, though car hire companies often upsell Satnavs and thus charge for them, in recent times I have not come across a USA vehicle without them, it may take a few button presses to find it. The way car hire companies bulk order vehicles makes it difficult to segment this on the supply chain, but that isn't going to stop the franchise manager from getting their pound of flesh. This is just an anecdote, so not valid to your question, but I well recall a franchise manager in somewhere ln the Dakotas trying to upsell me stuff I didn't need. Then he printed out the documents, handed them over with the keys and said "now I don't want you switching on the Satnav since that's bad faith".
