I presume the answer is no and he will need to cancel his original booking, wait for voucher and avios to be refunded and then rebook (which I’d only recommend he do if there are 2+ seats on the flights since there is no guarantee his seats will go back to reward seat inventory)
You won't be able to do this online, but you may be able to do it by ringing up. BA routinely let people add a second leg to an existing amex booking and re-apply the voucher so I can't see why they wouldn't let you add another pax in the same way. Rebooking shows up as a refund of the original Avios you paid and then a new transaction for the Avios of the full journey, so they have effectively re-issued the ticket, but at no point has your existing reward been returned to the pool.
