(The most extreme form of enforcement is on SQ when they would leave all the bins closed on boarding, at least in the business cabin and open it for you when you take your seat. Overhead lice trap.)

*I was pleasantly surprised that on the DL A220-300, there are full-sized bins overhead of the front row seats!!! The port-side bins are supposedly smaller than the starboard side, but my roll aboard fit just fine!
I’ll have to take your word for #3, I remember seeing it exactly once in all of my travels, but that doesn’t mean it’s not more frequent on other routes. Even with my bag placed right over my seat, I’ve had it grabbed my mistake; if I fly far away from it, I’d expect that to be a common occurrence. That said, there is no boarding order in the world that solves #1 and #2.

Generally when I see the F cabins filling with Y bags, it’s because the FAs have started making the “place your bag in the first bin you see” announcement. And, that’s never during pre-boarding on any flight I’ve ever been on.
