Subscriptions are nonrefundable and not transferable. Economy Plus subscription holders are eligible for a partial refund in the event they are involuntarily moved out of an Economy Plus seat due to a service disruption.
This is also mentioned on the
refunds page:
Existing Wi-Fi and Economy Plus Subscription holders are eligible for a partial refund in the event of a service disruption.
So, I would try again: make sure you’re selecting the E+ subscription in your account, and then in the explanation box, quote this content and add “I was involuntarily downgraded on UA XXXX, PNR XXXXXX on date XXXX due to a service disruption” and see what happens.
