Sure, ADB gets way more international arrivals than ESB, and Izmir as a city generally has more tourists walking around than Ankara, but almost all those international arrivals that come in by plane or cruise ship head straight to one of the coastal resorts (eg Kusadasi) or nearby blockbuster sights (eg Ephesus) rather than actually staying in Izmir.
Besides, OP is asking about January. There will be close to 0 tourists in Izmir in January, given that the tourist season only starts in late April, May - and there won't be any cruise ships or charter flights arriving.
So there won't be Germans looking to escape the cold and dark ? That's surprising.......my colleagues always plan holidays there. Cheap flight + hôtel package deals.
