Certainly the agent should have been able to tell that this was an involuntary change if all you were trying to do was keep origin, destination, and travel dates the same.
Origin, destination and travel dates were the same. What was different is that the partner airline did not voluntarily cancelled the flight, Brussels airport cancelled all outgoing flights for October 14, 2025 due to a general strike, I don't know if that makes a difference because it is beyond United's control.
