Of course they've "notice" - and have clearly decided it's acceptable for the time. They know they're the small fish in a massive KLM fortress hub, so the only people flying UA are corporate contracts, hub captives (IAH, EWR, IAD), committed elites, and leisure flyers. Until the corporate contracts make enough noise, clearly this level of disruption is fine with UA.
