It is a paid ticket (IAD-BRU-FLR) and it was easy to rebook. I rebooked via Frankfurt (IAD-FRA-FLR) but I had to pay the difference in fare even though the partner flight BRU-FLR) was cancelled. I think they should have done it free of charge.
This doesn't make any sense unless there's something more to the story. Were you trying to change travel dates?
Certainly the agent should have been able to tell that this was an involuntary change if all you were trying to do was keep origin, destination, and travel dates the same.
