The second time I called United was after my reservation showed that the flight had been cancelled. It gave me the option to change it or get a refund. When I tried to change it myself online I would have had to pay the fare difference, that is why I called United again. The agent told me the same thing, that I would have to pay the fare difference. And by the way, she was aware of what was going on in Brussels on October 14.
