A courtesy through-tagging on separate PNRs is possible even without an interline agreement. Check-in can print new final destination tags but the receiving carrier/handler must accept it so you need to notify them at a transfer desk or check-in asap, or the bag goes to the arrival carousel. It is airport/station dependent but we’ve done this at HKG on non interline pairs.
