There is a particular problem with the US, where even the apps will not take non-US issued credit cards. I had exactly this issue at NASA in Houston last year, which is a major International tourist attraction. Fortunately, once i was inside, the service desk took cash.
it may even start with your inability to download the app. there are plenty of EU apps that I can't download because my phone is on a US app store ...
