the situation for one of my family members is his passport is about to expire in March. We are thinking of applying for GE before renewing passport but we’re not sure if the new passport details can be successfully updated online. We can renew passport first but it seems a little bit of a waste because there are still 5-6 months before expiration.

you should not be waiting until your passport is about to expire to renew it. You should consider the last six months on it non existent. You should do the renewal process 8-9 months before the listed date on the passport as generally you’ll need six months validity to travel. Not everywhere but why risk it?
