Not even close. Israel is crazy expensive in terms of accomodation (and we'll, everything) and since the supply of flights is still somewhat limited, they tend to be quite expensive and award seats scarce.
I would go to Dubai in summer myself but the idea would be to mostly focus on indoors and hotel pool for 5 days or so. Spending 40 days in a place where I can't actually spend time outdoors seems like the kind of torture I'm not willing to go through to get the lounge pass. And if you're on a limited budget, do you actually get the value out of the lounge pass on the following stays?
at least in Germany there are lots of niu hotels and other cheap hotels that recently joined IHG - thought that I might just book a room at one of these hotels around the corner to collect nights - combined with 5000 points packages getting to the 40 night milestone and diamond requalification quicker. rates are from about 49€ (excluding the bonus package). wouldn't live there but put a few personal things in the room and maybe show up from time to time to let the bed look used
