For me (AA F PHL-SEA flight) it kept showing both 70k and 45k, and in the final page it shows 70k + $11.20, plus multiple warnings about the certificate not being valid for these flights. Booked it and it deducted the correct 45k miles. Usual AS IT quality I guess.

And now it shows the 25k cert as being available still in my account. That would be a good deal if you can just keep using it
