It depends on whether the agents at Hanoi have the knowledge to do so. Typically they will do it for you as long as they are not CI agents since CI has published rules to not interline separate tickets. You can also speak to ground staff at transit to see if they can help you to grab the bags at TPE, but 1h50m is really tight if you have to go through immigration and reach the check in counter by the 1h cut off.
