Just to be clear: Most carry on bags fit into the ATR overhead bins. On countless flights with the ATR, I have only once seen a passenger who had a bag that didn’t fit.

Personally, I never check luggage, so I would just take it and then see if it fits. If you generally don’t mind checking luggage, checking it is of course an option.

On noise: Very front is likely to be the most silent, under wings the loudest (and I don’t like to sit next to prop blades), back is somewhere in between. Generally, the ATR is a noisy plane. I usually sit in the back because you are out first.
