It was just a hypothetical question. Looking at a booking that is slightly over the minimum connection time but just considering potential compensation in case I misconnect for any reason outside my control.
What matters is airline control. If you're late into US due to ATC restrictions, no. Now if purchased on one ticket, the connecting flight also matters. So if make it in on time and the connection flight takes off late (say to no crew) you can be eligible.
