I've also been seeing cases lately where the IB codeshare is cheaper when you need a checked bag.
Anyhow, if you dummy book Vueling directly, you'll see that their options are Fly Light, Fly and Fly Grande.
When you choose Fly - which is most similar to Confort - you must choose between paying for the carry-on or the checked bag. Although not definitive, that would lead me to assume that IB Confort doesn't automatically come with both.
If what you actually want is a carry-on, the best choice is usually to book VY Light and then pay to select a seat up front that comes with the overhead bin bag as well. I don't necessarily want this trick to go viral or anything, but it's far cheaper than other alternatives, plus you get the better seat with actual legroom.
