QR has a number of these block space agreements:

With MH to KUL:


With Garuda to CGK:


With Xiamen Air to PKX:


And possibly the most interesting one with Xiamen Air to XMN, where QR business is the single row of First Class on the Xiamen Air 787-8


The result is these partial seat maps because the operating carrier sells the other block of seats. Here for instance JL to HND:


The arrangements with AA, BA and IB seem to be different in that the entire seat map shows up for each carrier so they seem to jointly market all of the seats on those QR-numbered code share flights.
