The rule on open jaw is not that the open jaw is the shortest leg but that it must be shorter than the longest leg, and it is.
In any case, if the open jaw requirement is not met then it would not affect availability but price as it would calculate 2 single sectors.
No, this is LHG over complicating availability based on PoC and IMHO screwing it up. Phone agents are surprised when they see it but are instructed to blindly follow their system.
