Technically speaking this should only be accepted on flights with a message in FLY asking gate staff to take bags (set if seat factor goes above a set amount)… but in most cases staff will accept it regardless - most shorthaul flights are full enough to trigger it anyway of course. A pragmatic solution that helps everyone.
