I did not receive any parking tickets during that trip to Germany. Parked in private lots only, except for one night in Berlin (and we followed the parking laws assiduously there) -- we were out in the country at inns and rural herberges. I still have no idea what the charges were for. AMEX refunded all of them, and there were about five in total.
Speeding tickets take time and they are not obvious (anymore) with the most recent versions of traffic cameras. That said, there needs to be communication from Hertz as to 'what is this charge' to offer a chance to dispute it with them first.
