Just checked USA–PVG fares in economy and premium economy. Premium economy (fare code R) is currently about $330 cheaper than economy (W fare code), which can be upgraded to Polaris with 40 PlusPoints one way. Additionally, there are PZ9 for these PVG flights. There are also lots of PZ for HKG flights. I guess that the Polaris fare is just too high for lots of people and they book other airlines, instead.

Tried to book one for a relative.
G fare was $1,050.
Polaris fare was a mere $19,000.
It's just crazy.
I purchased G class ticket for $1,050, redeemed 60K miles plus $1200 co-pay.
Polaris upgrades were confirmed at booking (PN=9).
