Delta Reserve with high spend has sometimes put things out of order. When I was PM sometimes I ranked ahead of DM due to high Reserve spend.

Perhaps this is it. He does have reserve (as do I) but I have no idea what his spend is (we're not not quite THAT close of friends).
It still shouldn’t work that way though, as medallion status is the first criteria. Holding a Reserve Card and YTD MQDs are lower on the list
