I have no doubt that you qualify for All Access. Your boarding pass is now the key document for entry and your most recent experience suggests the UC has it right. This implies a tech issue that you should notify Customer Service about.
Recognize that this is a very recent change and there are bound to be bugs and issues with the programming of the app and the database that informs it. They need to know your digital card isn't showing All Access.
