This happened to me a few weeks ago, trying to purchase an upgrade. The kicker? It was charging me each time! I tried the chat, and they informed me they were unable to make the purchase go through, either. I then saw I had been charged every time they tried, as well! The moral of the story: I eventually called on the advice of the fine folks here, and they were immediately able to complete the purchase for me. (And an update for anyone who remembers that post: After all was said and done, all charges were refunded or dropped off my CC except the valid one processed over the phone, and I received an eCredit in the amount of the charge. I don't think this was intentional, but if I can use it I basically got the upgrade for free!)
It wasn't actually charging you, but it was likely putting a hold (authorization) for that amount of money. I've had this happen before...the authorizations will drop off your card after 2-3 days. However, it is a pain to have your credit limit tied up in this situation.
I've learned with Delta to call if it doesn't work the 2nd time.
