Was picking up a friend arriving on a Breeze Airways flight from JAX

The flight arrived at the gate 210 at 12:07.

I was at T1 waiting for her because thats where Breeze baggage claim is located.

She said she was at TB and had to board a bus to T1, even though she no checked bags?

Is there a way to exit a Breeze flight and just go to TB and exit there?

Although her flight was at the gate at 12:07, i did not pick her up until 12:55 - this seems unreasonable to me

From Breeze website for arrivals:

• Guests with only carry-ons can ride the bus back to Terminal 1 or the West Gates and make their way to Terminal B

does this mean they still have to take a bus to the "West Gates" to get to Terminal B?

I've been flying LAX since the 80s, i have no idea what this means
