Yes, no matter which country or airline, they are totally banned.
Sooner or later every airline will ban the use of them while in flight. Emirates Airline's power bank ban goes into effect on October 1st, and it's very specific and many people will have to give up their power banks because they won't meet the specifications to board the plane.
