Just keep it simple. Gate agent can announce they need volunteers to check bags. If there are none- have a hand bag sizer where if it doesn't fit - gate check it automatically or all C boarders get gate checked automatically. UA unbundles fares with its basic economy where a carry on bag is charged. Dont make it complicated- just keep it simple
