Most amazing view I ever had of Mt Fuji was on a clear day from the Hakone Ropeway. But that's a project best done in conjunction with a Hakone visit, definitely not a 6-7 hour tour. If you don't want to leave Tokyo, and the weather is clear, why not just go up the Tokyo Metropolitan Government building, which is free, to get a look. Or maybe while having lunch at the New York Grill at the Park Hyatt (which reopens in mid December).
