I haven’t had my first Summit statement close yet (end of Sept) and I was able to set up autopay yesterday. Perhaps having other BofA credit cards and a linked non-BofA bank account helps overcome the hurdle you are describing (if it exists)?
The auto pay button simply isn't there on my view/manage payments page.
[Added later]Ok, found it, below the card... I think I was tripped up by the layout and tried to find it above the card details. And now I just noticed it still shows a card I closed last year, which doesn't have the autopay option.
