Honestly, that sort of gratuity rate is just bizarre imo. Assuming 24/7 constant service by a single person (made up of aggregate of all staff, each giving less than 100% effort to the guest), that comes to ~$15-20/hr just from the gratuity. The reality of the service effort will have been much, much less unless it's a 5 room property.

ETA: looks like it only has 9 rooms, so basically the forced gratuity is a way to lower the base rate while paying for staffing (staff to guest ratio pretty high probably)...not great.
